UPSC - Proficiency in English will not be taken into account for Civil Services


Efforts are on to bring back the old system in UPSC Civil Services Mains


Central Government is seriously considering to make proficiency test in English, which was recently made a compulsory subject which was used to be just an eligibility test. 
SP, RJD, Left Parties, Akali Dal, Anna DMK, BJP have opposed tooth and nail the Mach 5th Notification of UPSC making compulsory and giving the highest weightage to the marks obtained in the English examination for declaration of the ranks in the Mains. As a result the concerned ministry has put on hold the Notification after consulting UPSC and a Special Notification was issued on the subject. Earlier, it was enough for a candidate to just pass the English examination and these marks did not come in the way for final selection of a candidate. Ministry of Labour and Employment expressed the view that there is every possibility to restore the pre-notification system. UPSC will meet soon for the final decision.
UPSC issued Official Notification on 5th March, incorporating changes in the procedure of Mains examination. More importance was given for English and General Studies papers in the Notification. The hundred-mark weightage given for English is the source for the current agitation.

Government sources have informed that temporary withholding of the Notification does not mean postponing the preliminaries and that as scheduled, it will be held on May 26th, 2013
